Is it possible to perform Haj without official permission (Tasreeh) from the government?

I am living in Saudi Arabia, I am working here and I have work visa. Ahead is HAJ, I want to perform HAJ. Most of the people here go on HAJ without getting the official permission of Government and the government forbid to go without HAJ official permission which is called here in Arabic HAJ TASREEH? Adding one thing more, the people go from different cities by cars and give higher rates of fare than normal as I will say it a bribe, as police here is catching the people who are doing HAJ without official permission as per Govt orders.
My question is whether this HAJ is valid? Why not we make a tasreeh? As HAJ is compulsory on those who can bear the expenses, if we cannot make official permission (TASREEH), is Haj compulsory (FARZ) on us?
Few people giving the reason that your HAJ is valid, but you have disobeyed the Govt which is sin. So how can I perform HAJ making sin? I am doing HAJ same like thieves.

Hajj means to perform particular rituals, so if anyone goes to Makkah in hajj days and performs those rituals, then his hajj will be valid. But going to perform hajj without government permission is putting yourself in danger which should be avoided. You should perform hajj with official permission.
