I have purchased a plot in housing society for which I have paid full amount. The housing society has delivered only a letter of allotment but I have not given the possession (Qabza). Please tell me whether I have to pay the zakah on its value?

If the purchasing of the said plot was complete as per the Shariah and it was purchased with the intention of selling then zakah shall be wajib on its complete value as per the conditions which make zakah wajib. And if it was not bought with the intention of selling then zakah shall not be wajib on it.
