Do I need to pay zakah on 3 lakhs or just 1 lakh? Is collecting money for a house exempt from zakah?

I am collecting money for the construction of my house as I am living in my brother’s house. For the last year I collected 1 lakh and paid zakah last year on it, but this year I have collected more 2 lakhs so the total amount in my hand is 3 lakh in total for the construction of my own house. Here now my question is I will pay zakah on 3 lakhs this year or 1 lakh for which I have paid already last year will be exempted? Second someone has said me that the amounts you are collecting for your house does not cover the zakah rule. It is out of zakah rule, is it true?

It is wajib to pay the zakah of 3 lakhs. It is necessary to pay the zakah on the amount though it is kept to build the house. Zakah shall be wajib each year until it is with you.
