Proper use of Fitra and hide of qurbani animals

There is an Arabic Madrasa in our Mohallah and all children are local and non-residential. They come to learn the Quran. The madrasa is run from the amount receive in form of fitrah and hide of Qurbani animals. Whether it is permissible in the light of Shariah?

بسم الله الرحمن الرحيم

(Fatwa: 1117/730/L=1434)

In the above mentioned case, when all the children are local and non-residential, there are no poor residential students on whom the money of fitrah and qurbani skin maybe spent, then it is not lawful for such madrasa to collect fitrah or qurbani skins and use the amount in salary or construction of madrasa. Only poor and needy ones are eligible for the price of qurbani skins and sadaqah fitr and it is necessary to spend such money on them or give the money in their possession.
