Can a mosque be built with borrowed materials?

We are constructing a mosque through the committee at Tinsukia, Assam and the construction in-charge for the mosque has taken some materials on credit from the shopkeepers and that he will pay the amount later from a non-Muslim. When inquired by the committee persons it was informed that more than Rs. 3 lakhs dues are pending. And since last Friday the Jumuah prayers have started. Under the said circumstances can the namaz be performed in the mosque according to Islamic law and under the light of holy Quran and there is at present no fund in the committee of the mosque. The mosque which is under heavy debt can namaz be performed and whether it will be JAYAZ. The hasty decision of the in-charge of the construction of the mosque by taking materials on credit in spite of objections from the other committee members that the construction should be done slowly and when the fund is available so that the mosque is free from any kinds of debt. Please let me know whether the hasty decision of the construction in-charge is JAYAZ according to the Quran and Hadith whether namaz can be performed till the repayment of debts. And the floor of the mosque is made of marble so the construction in-charge collected money in the name of Marble Janamaz Saf i.e. 2×4 sq. ft. but the money collected was more than the total marble Janamaz Safs and that money was utilized for other work of the mosque, but the persons donating the same particularly for Janamaz Safs only. Please let me know whether it is Jayaz according to Quran and hadith. Please reply urgently in details so that we do not become sinners in the eyes of Allah and also in future we do not make the same mistakes and in future we can keep a check in such type of acts.

(1) Your salah shall be valid though it is against the prudence and wisdom to take too many materials on credit in the name of mosque and it is the result of that hastiness which is undesirable.
(2) The construction in-charge should work with the advice of the committee members. In future you should take extra care and all should try to pay the debt off together. Salah shall be valid during this time.
(3) If people donated for the very saf (row) then it is necessary for the construction in-charge to spend it in the same head. And if some amount remains in the fund, he should seek the permission of donors and then spend it in other directions.
