What should I do if the owner won’t agree to separate electric meters for tenants and themselves?

I am staying in Hyderabad in a rented house. We have only one electric meter for both owner and tenants. Owner arranged an electrician so that we will get a fixed electric bill, and he is paying half and I am paying other half. I, myself, told the owner at the time of rent agreement that I am ready to pay all the bill of the electricity which I use as I do not want to involve in this electricity theft but He was not ready. So What I have to do now?

You should fix your separate meter and pay the bill accordingly.
