Can I do Umrah for my sister in India with psychiatric illness and travel fear?

Is it possible for me to do Umrah on behalf of my sister, who is alive and live in India, but she is sick. She is suffering from a life long illness (psychiatric illness). Although, she can do her daily activities herself, but she very scared of travelling due to her illness. If that is possible, what do I need to do? Please advise kindly.

It is lawful for you to perform Umrah on behalf of your sister. And in this case while wearing ihram you should make the intention of Umrah in this way: “I wear ihram for Umrah on behalf of my sister, O Allah, make it easy for me and accept it from my sister.”
ولجواز النيابة في الحج شرائط …. منها نية المحجوج عنه عند الإحرام والأفضل أن يقول بلسانه لبيك عن فلان. (هندية 1/257)
However, one easy way is that you perform Umrah from your side and send its reward to your sister:
الأصل أن كل من أتى بعبادة ماله جعل ثوابها لغيره وإن نواها عندالفعل لنفسه لظاهر الأدلة . وفي الشامي قوله (بعبادة ما) أي سواء كانت صلاة أو صوما أو صدقة أو قراءة أو ذكرا أو طوافا أو حجا أو عمرة ، أو غير ذلك . وقوله (لغيره) أي من الأحياء والأموات ، بحر عن البدائع . (در مع الرد 4/11 – 10 باب الحج عن الغير ، زكريا).
