As salamo alaikum. A club committee has put a fine on someone.The person pays the fine to the club. Can the club use the amount of fine into its personal use. Is maal ka malik kya club ki committee hai aur kya wo isko apne koi bhi istemal me la sakti hai.

The answer to your question is as follows:
Paying or receiving a fine is not allowed in Islam. A fine amount must be returned to the real owner. Club committee cannot make personal use of the fine amount. The club committee cannot go against the principles of Islam. The Holy Quran says: ومن لم یحکم بما انزل اللہ فاولئک ھم الکافرون
)Those who do not judge according to what Allah has sent down are the disbelievers.( (Maidah 5/44)
و فی شرح الآثار التعزیر بالمال کان فی ابتداء الاسلام ثم نسخ والحاصل ان المذھب عدم التعزیر بالمال۔ شرح الآثار 4/61)
