Is it permissible to touch the frame or the covering screen through which a Quranic verse is displayed?

Answered as per Hanafi Fiqh by Askimam.org

It is permissible to recite the Glorious Qur`an from the computer or any other electronic or digital device[1]. However, one must have ablution (wudhu) in order to touch the verses of Qur`an on the screen.[2]

the above is a answer on your website.

I have an IPAD where the ayat are written on the LCD screen but this is covered by another screen which is a touch cover..

as an example if an Ayat was in a frame do you still need wudu

Do i still need wudu

Answer

In the Name of Allah, the Most Gracious, the Most Merciful.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.

It is better and cautious to have ablution when touching the covering screen or frame of a device on which verses of the Qur’an are displayed[1].
