My question is regarding qasr salah in congregation say for two cases Dhohar and Asr
Case1 (Dhohar Salah): While traveling got down near masjid located in the gas station area and got a chance to join the congregation prayers but got only last rakah, so after imams salam, I have to complete one rakah or three rakah, note that usually there are no fixed imam in this type of masjids, the imams are also travelers.
Case 2 (Asr Salah): After we land in Sharjah and offer Asr salah in local masjid again got only last rakah, so after imams salam I have to complete one rakah or three rakah

Assalaamu `alaykum waRahmatullahi Wabarakatuh
1. Since the Masjid is not a local town Masjid with an appointed imām and those who lead the prayer are usually musāfirs (travelers) themselves, you will assume the imām of your prayer is also a musāfir. Hence, you will make an intention of praying zuhr behind him without specifying the number of rak’ahs. If you only caught the last rak’ah, then after the imām says his salām, you will stand up and complete your missed rak’ah. However, if the imām announces to the people after completing his prayer that he was a resident, then you will complete three missed rak’ahs. In your intention, if you specified a different number of rak’ahs of zuhr than what you eventually prayed, it will not make affect the validity of the prayer.
2. If you get the congregation prayer in a local Masjid, then you will assume the imām to be a resident. Therefore, if you only caught the last rak’ah, you will complete three missed rak’ahs of ‘Asr.
رجل صلى بالقوم الظهر ركعتين في مصر أو قرية وهم لا يدرون أمسافر هو أم مقيم فصلاة القوم فاسدة سواء كانوا مقيمين أو مسافرين لأن الظاهر من حال من كان في موضع الإقامة أنه مقيم والبناء على الظاهر واجب حتى يتبين خلافه

هذا يخالف الخانية وغيرها أن العلم بحال الإمام شرط لكن في حاشية الهداية للهندي الشرط العلم بحاله في الجملة لا في حال الابتداء
قال الإمام ابن عابدين في حاشيته:
ثم وجه المخالفة أنه إذا كان يشترط لصحة الاقتداء العلم بحال الإمام من كونه مسافرا أو مقيما لا يكون لقول الإمام أتموا صلاتكم فائدة لأن المتبادر أن الشرط لا بد من وجوده في الاقتداء واتفاقهم على استحباب قول الإمام ذلك لرفع التوهم ينافي اشتراط العلم بحاله في الابتداء

نعم ذكر في البحر عن المبسوط والقنية ما حاصله : أنه إذا صلى في مصر أو قرية ركعتين ، وهم لا يدرون فصلاتهم فاسدة وإن كانوا مسافرين لأن الظاهر من حال من كان في موضع الإقامة أنه مقيم والبناء على الظاهر واجب حتى يتبين خلافه ، أما إذا صلى خارج المصر لا تفسد ، ويجوز الأخذ بالظاهر وهو السفر في مثله ا هـ والحاصل أنه يشترط العلم بحال الإمام إذا صلى بهم ركعتين في موضع إقامة وإلا فلا

(وإن اقتدى مسافر بمقيم) يصلي رباعية ولو في التشهد الأخير

ويستحب للإمام أن يقول أتموا صلاتكم فإنا قوم سفر كذا في الهداية
