I have an issue of urine Drops where occasionally I feel an urge of drops coming out. Sometime when I check, there are drops and other times there aren’t any drops. So from a while ago, I take a small piece of tissue and insert it into my private part when urine comes out from to prevent my clothes from getting dirty. If I ever feel the urge, I will go to the toilet and change the tissue and redo Wudhu.
Is this acceptable during Hajj? Also not always do the urges release urine drops. So is this something I need to worry about? The urges are not very frequent and may not occur at all some days. Would I need to repeat Wudhu if I feel something during Tawaf but am not sure if any drops came out?
Please advise and I’ll be going for Hajj this year.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
If you are in the state of wudhu and feel a mere urge of urine, your wudhu will remain intact until you are certain that urine came out. [1]
You may place tissue around your private parts and if you checked it and it was wet, you should repeat your wudhu. You do not have to repeat wudhu for every salaah time as you do not fall in the category of a ma’zoor. [2] You may refer to the rules of a ma’zoor on Fatwa 15508.[3]

In principle, if you are unable to keep your wuzu for at least two rakats salah and this state remains for at least one entire salah duration, for example between Asr and Maghrib, then you are a ma’zoor.
From your query, it appears you are a ma’zoor as you sometimes perform wuzu more than four times for fardh and sunnah salats. As a ma’zoor, you should perform your wuzu, when the salah time commences. That wuzu will remain valid for an entire salah time. For example, when Asr time sets it, you make wuzu. That will remain valid until Asr time passes by. The passing of wind for example (if that is the cause of you being a ma’zoor) will not invalidate the wuzu. You should attend jamaat and perform salah with congregation.
