If a person was to masturbate, he reached an orgasm but somehow he did not ejaculate then will ghusl become fard on him?

As-salaamu `alaykum wa-ramatullahi wa-barakatuh.
Masturbation is haram.
If a person is to masturbate and reaches orgasm but does not ejaculate at that very time, ghusl will still be fardh on him.[1]
And Allah Ta`ala Knows Best.

استمنى بكفه فزال المني عن مكانه بشهوة فأمسك ذكره حتى سكنت شهوته ثم سال عنه لا عن دفق فعليه الغسل عندهما خلافا لأبي يوسف
السعاية في كشف ما في شرح الوقاية (ص: 246)
انه اذا انفصل المنى عن مكانه هو الصلب فاخذ راس الذكر حتى سكنت الشهوة ثم خرج المنى من الذكر بغير شهوة يجب الغسل عندهما لوجود الشهوة عند الانفصال لا عنده لعدمها عند الخروج.
