Until what time can I make an intention [niyah] for a fast of Ramadan and is the pre-dawn meal [suhur] a requirement?

Answered according to Hanafi Fiqh by Askimam.org

I missed the Sehri and unfortunately I also forgot to make “niyaa” last night. When i woke up the time for sehri was gone, now my question is whether I can fast with out sehri nd niyaa???  Kindly return the answer asap.
