In the transferring of Sadaqatul-fitr which amount will be taken into consideration?

I have some queries relating to Sadaqat ul Fitr

1) If someone is transferring the amount of Sadaqat ul Fitr to his homeland for example a person living in USA transfers amount to Pakistan. Which Fitr amount should have to be paid, the one according to the Pakistani Rupee (which was Rs.100 for wheat this year) or as per the amount of Fitr in Dollars in USA converted to Rupees.

2) If the Fitr amount that needs to be paid is according to the one in USA then can you please tell me how much was the amount of Fitr in USA this year?

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.

1. Sadaqatul-fitr will be compulsory upon an individual according to the value of his country of residence. Hence if you are a resident of USA, you will discharge the Sadaqatul-fitr according to the value in USA. ⁽¹⁾
2. It is advisable that you contact the local Ulama of your area in USA to find the amount of Sadaqatul-fitr due this year.

أَرَأَيْت الرجل يجب عَلَيْهِ صَدَقَة الْفطر وَهُوَ من أهل خُرَاسَان وَهُوَ بِالْكُوفَةِ يبْعَث بهَا إِلَى خُرَاسَان هَل يجزى عَنهُ قَالَ نعم وَقد أَسَاءَ حَيْثُ بعث بهَا إِلَى خُرَاسَان وَهُوَ مُقيم بِالْكُوفَةِ وَإِنَّمَا يَنْبَغِي لَهُ أَن يَدْفَعهَا حَيْثُ تجب عَلَيْه  (الأصل المعروف بالمبسوط للشيباني (2/253))

ويؤدي صدقة الفطر عن نفسه حيث هو، ويكره له أن يبعث بصدقته إلى موضع آخر (المبسوط للسرخسي (3/106))

 قوله إلا أن ينقلها الإنسان إلى قرابته أو إلى قوم هم أحوج إليها من أهل بلده) لما فيه من الصلة وزيادة دفع الحاجة 

واعلم أن الأفضل في الزكاة والفطرة والنذور الصرف أولا إلى الإخوة والأخوات ثم إلى أولادهم ثم إلى الأعمام والعمات ثم إلى أولادهم ثم إلى الأخوال والخالات ثم إلى أولادهم ثم إلى ذوي الأرحام من بعدهم ثم إلى الجيران ثم إلى أهل حرفته ثم إلى أهل مصره أو قريته ولا ينقلها إلى بلد أخرى إلا إذا كانوا أحوج إليها من أهل بلده أو قريته والله أعلم   (الجوهرة النيرة على مختصر القدوري (1/132))
