Is it allowed to stipulate someone as a committee member of the masjid based on tribe/sect?

A masjid constituion has a stipulation to the effect that to be a paid member or a member of the committee one must be Hanafi and follow the teachings of the Ulama of Deoband. Now since the intitial foundeers of the Masjid were Gujratis, and the majority of mussalles are also Gujratis, people want to stipulate that to be a member of the Masjid or part of the committee one must be Sunni Surti Vohra, or Sunni Gujrati. Are such stipulations allowed? When the masjid was initialy built by Gujratis, money would have been collected from non Gujratis as well. Anyone is allowed to  pray in the Masjid.

What exactly is this payment for and who is it paid to? What do you mean by “member of the Masjid”? Could you please provide clarity on these issues? If possible, please provide a copy of the constitution.
