If a person has seen the sunset on the last day of Ramadan in Mecca, and then travels to another city, is obligatory for him to give the zakat al-fitr in Mecca, or can he give it in the city that he traveled to?

Answer:
In the Name of Allah, Most Gracious, Most Merciful

What is clear in our school is that it is obligatory for him to pay the zakat al-fitr in the city where it became obligatory on him, and it is not permissible for him to change it to another place. So, in the questioner’s case, it is obligatory for him to pay it in Mecca.

However, there is a strong saying in our school that permits paying the zakat in any city that the zakat-giver wants. So, according to this saying, it is permissible for him to pay it in the city to which he traveled.

السؤال: شخصٌ أدرك غروب شمس آخر يوم من رمضان في مكة ثم سافر إلى بلد آخر، فهل يجب عليه إخراجُ زكاة الفطر في مكة أم يجوز له إخراجها في البلد الذي سافر إليه؟ الجواب : الأظهر في مذهبنا أنه يجب على الشخص إخراج زكاة الفطر في البلد الذي وجبت عليه فيه فلا يجوز له نقلُها إلى غيره ، وعليه فالواجب على السائل أن يخرج زكاة فطره في مكة . لكن عندنا قول قوي يجوِّز نقل الزكاة إلى أي بلد شاءها المزكي فيجوز للسائل على هذا القول إخراجها في البلد الذي سافر إليه .
