How was the Quran revealed in Ramadan despite being sent over 23 years?

Many times you hear that the Quran was revealed in the month of the Rmadhan, and the Quran it self expresses this when it says “Shahru ramadhan alladhe Unzila feehi al-Quran”.

How is this verse interpreted; how can the Quran have been revealed in Ramadhan when it is said that wahy was sent in a period of 23 years?

Bismillaah-ir-Rahmaan-ir-Raheem.

Wa ‘Alaykum-us-Salaam wa Rahmatullaahi wa Barakaatuh.

The Qur’aan is the word of Allaah, and therefore has been sempiternally stored in the Lawh-e-Mahfoozh. “But it is the Glorious Qur’aan (which is recorded) in the Lawh-e-Mahfoozh” (Burooj, 21 and 22)

The Qur’aan then went through two descents from the Lawh-e-Mahfoozh. The first time, the entire Qur’aan Shareef was sent to the Baytul-Ma’moor – the area above the Ka’bah which is the angels’ place of worship. This took place on The Night of Power (Laylat-ul-Qadr). Thereafter, it was revealed a second time on a gradual basis, as and when it was necessary, over a period of 23 years. The Qur’aan itself, as well as many narrations of Abdullaah ibn Abaas (radhiyallaahu anhu) support this. (Itqaan)

Mufti Shafee’ Saahib (rahmatullaahi alayh) writes in Ma’aariful Qur’aan, under the commentary of Surah al-Qadr:
“Certainly we revealed it (the Qur’aan) on the Night of Qadr” : This verse explicitly says that the Qur’aan was revealed on Laylatul Qadr. This could mean that th entire Qur’aan was revealed at once on this night from the Lawh-e-Mahfoozh to the Baytul-Ma’moor, then was revealed to the Messenger (sallallaahu ‘alayhi wa sallam) gradually over a period of 23 years. It could also mean that the revelation upon the Prophet (sallallaahu ‘alayhi wa sallam) began on this night, with the first few verses.
