Q: My friend is a converted Muslim. He is 30 years old. He has not done circumcision. The doctor has advised against it because of health issues. He also has a phobia of surgeries. He maintains hygiene. Is circumcision a fardh? Is he a Muslim without it also? Can he have halaal marital relationship?
