Small Loose Circles on Skin: Alive or Dead?

Q: I have on my hands and feet little circles with a diameter of 1 millimetre or 2 millimetre and these are connected to the surrounding skin but the aerea of the circle surface is loose from the skin below. If the circle is connected in its whole is this considered as if the skin is still alive or dead? Is washing over it in wudhu and ghusl sufficient, or must the circles be removed? What does this fatwa exactly mean?

A: You do not have to remove that skin. However you should ensure that water reaches the entire limb (i.e the area that has to be washed in wudhu).
