Sending Isaalul-sawaab to someone who was born disabled

Q: Can we and should we send isaale thawaab to someone who is a relative that was born disabled needing 24hr care and remained that way until they passed away aged 40? Would they be in need of our isaale thawaab or are they free from sin and hence dwellers of Jannah anyway?
