Using tissue paper due to a problem with urine drops

Q: If a person has a ma’zoori of leaking urine drops when visiting the toilet, he applies tissue around the male organ and after taking 40 steps he would go back into the toilet and do full istinja. Would this method suffice to ensure no further drops would pass onto ones under clothing? Also whilst having tissue around the male organ, prior to having done istinja with water, is one allowed to recite the qur’aan by heart? i.e. Surah Tabarak

  1. If he finds that all the urine drops have come out, then he may make wudhu and perform Salaah.
  2. Yes
