Explaining the Hadith: The Truth About the Evil Eye

Q: Can you please explain the following hadith in detail:

أخرج مسلم وأحمد والترمذي وصححه عن ابن عباس رضي الله عنهما عن النبي صلى الله عليه وسلم قال : ” العين حق ولو كان شيء سابق القدر لسبقته العين ، وإذا استغسلتم فاغسلوا ” 
صححه الألباني في السلسلة الصحيحة.

A: The evil eye is a fact (a person can become a victim of the evil eye). If there was anything that could overtake taqdeer then that would have been the evil eye, but since there is nothing that can overtake (cancel) taqdeer then the evil eye also cannot change taqdeer. If in the unfortunate event of someone being the cause of the evil eye, then if he is requested to bath and give his used water as a treatment he should willingly do so.
