Can we recite Surah Falaq and other suras during menses?

Answered as per Hanafi Fiqh by DarulIftaBirmingham

To recite Surah Falaq and other Surahs during ones menses at the time of going to sleep

 Answer:

It is the Sunnah of the Prophet of Allah ṣallallāhu 'alayhi wa sallam (peace and blessings of Allāh be upon him) to recite Surah Ikhlaas, Surah Falaq and Surah Naas at the time of going to bed

Saaidah Aaisha raḍyAllāhu 'anha (may Allāh be pleased with her) reportes that when the Prophet of Allah ṣallallāhu 'alayhi wa sallam (peace and blessings of Allāh be upon him) went to bed, he would cup his hands together, blow into them and recite into them Qul huwa Allaahu ahad, Qul a’oodhu bi Rabbi’l-falaq and Qul a’oodhu bi Rabbi’l-naas. Then he would wipe as much of his body as he could with his hands, starting with his head and face, and the front of his body. He would do this three times. (Sahih Bukhari p.750 v.2)

Saaiduna Uqbah Bin Aamir raḍyAllāhu 'anhu (may Allāh be pleased with him) said “I met the Prophet of Allah ṣallallāhu 'alayhi wa sallam (peace and blessings of Allāh be upon him) and he said to me: ‘O Uqbah Bin Aamir, shall I not teach you some Surahs the like of which have not been revealed in the Torah or the Psalms or the Gospel or in the Qur’an? There is no night comes but you should not recite (i.e., every night you should recite) Qul huwa Allaahu ahad, Qul a’oodhu bi Rabbi’l-falaq and Qul a’oodhu bi Rabbi’l-naas. Saaiduna Uqbah Bin Aamir raḍyAllāhu 'anhu (may Allāh be pleased with him) said: “So every night I would recite them. It became my duty to recite them, because the Prophet of Allah ṣallallāhu 'alayhi wa sallam (peace and blessings of Allāh be upon him) had commanded me to do so…” (Musnad Ahmad)

Regarding your question, a woman in her menses will be allowed to recite these duas at the time of going to sleep with the intention of dua and not with the intention of recitation. (Raddul Muhtar p.488 v.1)
