What is a Fatwa and its implication on Muslims in general

Answer:

In the name of Allah, the most Beneficent, the most Merciful.

A fatwa is “the legal guidance of a pious and knowledgeable scholar on any matter of Islamic law, based on the Quran and Hadith”

The main difference between a Muslim judge passing a judgement and the fatwa of a competent Mufti is that a Muslim judges ruling is binding whilst a fatwa is not binding, not even on the individual who asked the question as he is free to take advice from another Mufti and act upon his opinion. (Fatawa Nuwaisi Ki Rehnuma Usuul p.58)
