Answer

Saaiduna Abdullah Ibn Masud Radiallahu Anhu narrates that the Prophet of Allah Sallallahu Alahi Wasalam has said, “Allah (SWA) has cursed those women who modify their eyebrows or ask others to do it for them…” (Sahih Bukhari p.879 v.2)

This hadith serves a very severe warning to those who shape, pluck or modify their eyebrows in anyway whatsoever. Hafiz Ibn Hajr (RA) prohibited any kind of modification including removing hair from in between the eyebrows if they have become linked. (Fathul Bari p.438 v.10)

However, in the Hanafi Fiqh, if the eyebrows have become linked then it is permissible to remove the hair from above the nose. It is also permissible to clip off one or two stray hairs from around the eyebrows and to clip off very bushy eyebrows to its normal size. (Ahsanul Fatawa p.76 v.8)

Allahma Ibn Abideen Shami (RA) has written, “It is possible that the prohibition mentioned in the hadith is if it is done to beautify oneself for strangers. Otherwise if she has some hair on the face which causes dislike for the husband then it will be recommended to remove it for the sake of her own chastity…” (Raddul Muhtar p.239 v.5)
