Sometimes I found white dotted in my underwear or sometimes I feel like something passed away from my penis. I do not know what it is? I do not know why these things happen. I am not sure it is sperm or not. Please can you tell me can I pray salah and read Quran? What about my clothes, are they pure or not? Please give me answer quickly.

If the fluid is discharged from the penis with jerk and afterwards it causes no exhaustion in the penis then it is not semen which makes ghusl wajib. Hence you may offer salah and do tilawat without ghusl. However, since that liquid is impure hence you should wash the underwear. Also it breaks wudhu when comes out.
