Can I recite the holy Quran in English if I cannot read Arabic?

I want to know from your prestigious institute that can I recite the holy Quran in English. I am unable to read Arabic language. Let me inform you that my father passed away on 11th Nov. 2012 and I recited the holy Quran in English but one of neighbor (he is also a qualified Maulana) objected that I should not read in English. In English the recitation does not solve our purpose. Is it true? So how can I read the holy Quran?
The holy Quran is available in the market in so many languages but the pronunciation of Arabic and other languages is different. So chose the Quran of English meaning (like-allhamdalilla he rabbil alamin -oh Allah) you are the only one and I am giving to respect that you are the great maker of the huge orbit). Hope I have cleared my points. I expect your best solution.

It is not lawful to recite the holy Quran in any other language except Arabic. As it is not possible in any other language of the world to correctly pronounce all the words of the holy Quran with necessary rules; hence it will inevitably cause distortion in the words of the holy Quran which is haram. This ruling is agreed upon by the whole Ummah with no difference.
