Is Tilak and Jahez both haram according to Shariah, and why?

One Maulana says Tilak (demand against nikah) is haram and Jahez is lawful as because Prophet Mohammad (SAW) gave Jahez to his daughter. Another Maulana says Tilak and Jahez both are haram (unlawful as per Shariah). Please clarify what is correct and why?

Answer

(Fatwa: 1698/1698/M=1433)

It is unlawful to demand whether in the name of tilak or dowry. Tilak is Hindi word while Jahez is used in Arabic and Urdu.
