Can people offer a second Jamaat-e-Saani if they missed the first?

How about Jamat-e-Saani…Suppose a person comes to mosque and sees the Jamat already completed, can he along with others (who also have missed the jamaa’t) offer namaz in jama’t. Note that their intention is not to willingly miss the first jama’t but due to some sharia necessity they missed first one…I have heard that people in Madinah do offer many second jama’ts.

Performing salah with second jama?ah is makrooh in mosques where five-time salah is performed and imam and muezzin are appointed. Those who miss the first jama?ah should perform the salah alone or hold the congregation (jama?ah) anywhere outside the mosque.
