Is Taraveeh without moon sighting permissible in Islam?

Asalamo Alaikum, In our Masjid in North America they prayed Traveeh without the moon sighting and the management insisted that it is ok to do that and if we don’t see moon that it will consider as nawafil. My question is that is there any reference from the Islamic hisotry that Taraveeh wihout moon sighting is permissible? In my opinion by doing this our masid is starting a new bidah/innovation in Islam. Please advise with your detail answer. JazakAllah khair.

It is necessary to sight the moon. It is enough if the moon-sighting is proved as per the shariah.
