Is it permissible to read Quran without wudu?

A friend of mine reads Holy Quran holding it without wazu and says that it is permisible to do so. Please confimr the ruling under Islamic/ Shariah laws. Is it permissible to touch, hold and read quran without wazu? And can this be done on a regular basis and not during emergencies?

(Fatwa: 923/923/M=1431)

It is not lawful to touch the holy Quran without wudhu and cover. Yes one can recite it without wudhu provided he is not touching it. Committing any unlawful act continuously is very bad in Shariah. The holy Quran says:
لَّا يَمَسُّهُ إِلَّا الْمُطَهَّرُونَ [الواقعة : 79]
Your friend should give up this habit.
