Why is azan in Saudi Arabia one hour early on Jumuah? Is praying sunnah before namaz allowed?

Here in Saudia Arabia on Jumuah namaz first azan will be given one hour before the azan time so could I pray Jumuah sunnah 4 rakahs before the time of salah?

Perhaps the azan of Jumuah is called much before zawal. According to Hanafi Fiqh, neither there is azan before time nor any salah before time. You can offer sunnah after zawal when the time of Jumuah starts. It is not right to offer four rakah Jumuah sunnah before zawal.
