Pakistan Hajj quota

me and my husband is planning to go to hajj, we applied in govt. quota of Pakistan, but didnt get the chance….then our agent applied in special quota of govt. in which we have to pay extra 1 lac ruppees per application… All this amount will be submitted in govt hajj account, special quota is a quota for govt employees and ministers etc.no extra charges or fee….my question is, is it jaiz or halal to apply in special quota by paying extra 1 lac instead of actual hajj fee

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.

In order for us to advise you, we need clarity on why would the agent charge one lak rupees if the special quota is free of charge. You also stated that one lak rupees will be submitted in the government hajj amount. Enquire from your agent, if this a special fee or a bribery?
