Can my mother preform Hajj with my father’s brother and his wife?

I had a question about hajj for my mother. My father is a disabled man who suffers from polio and cannot perform hajj. My mother wishes to perform hajj but she is not able to because she cannot she would not be able because she does not have a male with her. My brother and I are not able to go with her because of college. My mother wanted to know if she can go with my fathers brother and his wife. Those individuals both happen to be my mothers cousins, so would it be permissible for her to go with them.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh..

According to the Hanafi Madhab (School of Thought), it is not permissible for a woman to travel to Hajj without a Mahram.[1]

Your father’s brother is not your mother’s Mahram, therefore it would not be permissible to perform Hajj with him[2].
