If ghusal is incomplete, does clothing need to be changed?

Answered as per Hanafi Fiqh by Askimam.org

If, after performing ghusal and putting on clothing, one realizes that the ghusal is incomplete/incorrectly performed, does one need to put on a new (different) set of clothing. Are the clothes put on after the first ghusal na-paak?

Answer

There is no need to put on a new set of clothing if the clothes are not
soiled. Even if one is in need of Ghusl, the clothes he is wearing are not
Na-paak (Najis). They will be regarded as Najis only if they are soiled with
Najaasat.
