Is it true, that in Salah, according to the Hanafi school of thought, the follower does not recite any Qur’an, including the Fatiha, behind the Imam, even in quiet prayers such as Zuhr and Asr, in any of the Rakahs?

Answer

Yes, it is true.

According to the Hanafi Madhab, one should not recite anything behind the Imaam in any Rakaat during the Qiyaam (standing posture). This applies to all Salaats including Dhuhr and Asr.
