If I say to my wife that its all over between us, without intention of divorce, will a divorce be effected.

In the Name of Allah, the Most Gracious, the Most Merciful.
As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh.
The statement in reference does not constitute a divorce. However, if the husband believes the marriage is indeed intact, it was irresponsible of him to make such a statement. Avoid making such statements.
