Answered as per Hanafi Fiqh by Askimam.org

I am planing on creating a website for advertising, something similar to groupon but with a different pricing model. It will also allow the business owner to setup his own deal or he could choose to request me to setup the deal for him.

My question is, would it be permissible to allow non halaal restaurants /institutes to advertise on the site?

Would the money paid to me for using the site be a halaal income if the business owner sets up the deal himself on the site?

Would it be permissble for me to setup the deal for the non-halaal restaurant/institute?

Answer

In the Name of Allah, the Most Gracious, the Most Merciful.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh

You state you intend to create a website for advertising that will allow business owners to setup their own deal or request you to setup the deal.

It is not permissible for you to allow impermissible organizations/institutions such as non-Halal restaurants to advertise and setup deals on your website since you will be directly responsible for promoting businesses by allowing them usage of your platform.
