Can I use Zakat money to pay for his visa / ticket and send him out side India for better in search of better earning?

I stay in Dubai. One of my relatives earn some minimal amount in india he cannot pay zakat, his father has no earning from  a long time, however his grand father is wealthy . But the grand father provides them minimum to sustain the family. Can I use Zakat money to pay for his visa / ticket and send him out side india for better in search of bettter earning. ?

In the Name of Allah, the Most Gracious, the Most Merciful.

As-salāmu ‘alaykum wa-rahmatullāhi wa-barakātuh

It is permissible for you to discharge your Zakaat to your relative as long as he is an eligible recipient of Zakaat. [1]The Zakaat funds must come into the legal ownership and possession of your relative (Tamleek). He may use the money to pay for his visa and ticket. You may state that the funds are gifted to him.
